Any organization that extends such services to the masses is termed a utility service provider and covers essential services such as electricity, medical aid, communications, etc. When such services are provided by an entity that is regulated by the state of central government, it is dubbed a Public Utility Service. Uttar Pradesh has a number of public utility service providers, that often compete with private companies which offer similar services.

The government of Uttar Pradesh has dedicated a number of resources that are designed to provide a high level of service to its citizens, and also welcomes private businesses which ensure a much better experience for the public.

Electricity Services in Uttar Pradesh

The electricity utility service in Uttar Pradesh is by and large a pubic endeavour, and is managed by the Uttar Pradesh Power Corporation Ltd (UPPCL). The state-run power company purchases power from the central power manufacturing company National Thermal Power Corporation or the NTPC. Uttar Pradesh has faced a power shortage several times in the past, and to remedy this, the government reorganised the power company for the state, leading to the formation of the UPPCL in 1999. At the same time, two other entities were formed; UPRVUNL and UPJVNL. These entities are responsible for thermal and hydel power generation respectively.

UPPCL is responsible for purchasing electricity from NTPC and then ensuring its proper distribution across the state. There are other vendors as well from which UPPCL purchases power:
  • National Thermal Power Corporation
  • Uttar Pradesh Rajya Vidyut Utpadan Nigam
  • Tehri Hydro Development Corporation
  • Uttar Pradesh Jal Vidyut Nigam Limited, and
  • Independent and private power production companies
Since Uttar Pradesh is a vast area for a single organisation to cover, UPPCL has been structured into a number of smaller organisations that cater to local needs.
  1. Agra Zone – Dakshninanchal Vidyut Vitran Nigam
  2. Lucknow Zone – Madyanchal Vidyut Vitran Nigam
  3. Meerut Zone – Pashchimanchal Vidyut Vitran Nigam
  4. Varanasi Zone – Purvanchal Vidyut Vitran Nigam
Besides these regional bifurcations, UPPCL also has city specific divisions for major cities that have huge populations, or have heavy industrial demands:
  1. Kanpur City – Kanpur Electric Supply Company
  2. Lucknow city - Lucknow Electric Supply Company
A further unit has been crafted out of the UPPCL to facilitate the interstate transmission, which is called Uttar Pradesh Power Transmission Limited.

Solar Energy in Uttar Pradesh

Keeping in mind the power shortage that the state faces frequently, Uttar Pradesh has been exploring alternative options for the past few years. In mid 2014, the government also invited bids from businesses that would build solar power capabilities in the state for 300 MW. The bids were invited by the Uttar Pradesh New and Renewable Energy Development Agency.

By the year 2017, Uttar Pradesh aspires to produce up to 500 MW power through solar energy.

Wind Energy in Uttar Pradesh

Uttar Pradesh is exploring all alternative energy options, including wind energy. The state government invited the Centre for Wind Energy Technology all the way from Chennai to run assessments and explore the feasibility of investing in this area. According to estimates, India can produce in excess of 49130 MW of power through wind energy alone, out of which only 14158 is currently being harvested through various public and private endeavours. Uttar Pradesh alone has the potential to generate 137 MW if the investment is for 50 magl, but the production can go as high as 1260 MW according to C-WET if 80 magl project is pursued. As per the latest reports, areas with the most potential for wind energy include Lakhimpur Kheeri, where the river basin between the rivers Sharda and Ghagra offer the ideal location. Monitoring stations are being set up in this location along with 3 more locations. At the termination of the monitoring phase, the required infrastructure will be built for wind power generation.

Postal Services in UP

There were 1,55,015 post offices in India as per the data available from the last census of 2009. The circle is headed by a Chief Postmaster General aided by regional heads called the Post Master General. The following information about the network of UP circle gives a glimpse of its vastness and reach in every nook and corner of UP. The vastness of postal service in UP can be seen through some facts. There are 71 districts in UP. It has 44 postal Divisions, 73 HOs and it serves 186.76 million people.

The UP circle has been divided into Allahabad, Agra, Lucknow, Kanpur, Bareilly and Gorakhpur regions. Based on various parameters like population, revenue, number of PO’s in the division etc. 03 of these are class I and 04 are class II. There are 40 National Speed Post Centres in the UP circle along with 14 centres with 24 hrs speed post booking facility. There are 6 important cities in the circle that have fully fledged night post office facility. These are Allahabad, Agra, Bareilly, Gorakhpur, Lucknow and Kanpur. There are 60 HPOs in the UP Circle.

Allahabad Region

The HQ of the Region is in Allahabad.

It has been divided into 07 Divisions. Class I divisions are Allahabad, Varanasi east and Pratapgarh while class II divisions are Ghazipur, Mirzapur, Jaunpur and Varanasi West.

The Allahabad Region has been divided into 10 revenue divisions. The total no of post boxes spread over the state are 14545. It serves a population spread over an area of 34295 km.2

The staff strength in the region according to pay grade is 3640 out of which 2812 are group c and 780 are gp d offices. Group a are only 7 and B are 41.

Bareilly Region

Bareilly Region is divided into 11 divisions. Some important facts of the region are given below.
The class 1 divisions are Bareilly, Moradabad, Meerut, Muzaffarnagar, Saharanpur, Ghaziabad and class II divisions are Hardoi, Shahjehanpur, Kheri, Badaun, and Bijnaur.

The region has bigger staff strength than Allahabad with a total of 5435 employees. It collects post from 20156 letter boxes every day and serves an area of 50239.73 km2.

Some of the services provided by the UP postal department like everywhere in India are as follows.
The primary service - The Mail Service is provided through POs and letter collection boxes. The postal items are divided into mail - first class and mail second class. If the air transmission is available, the first class mail is conveyed in India by air. The second class mail is transmitted via air only after air surcharge has been recovered on it by the department at the time of posting.

Registered mail post is also a specific feature of postal services. It is provided with extra charge for registered post. A record of all transactions of such mail is kept at all points of distributions and collections.

All registered posts can be insured at the post offices.

Parcel mail service is provided with certain restrictions on length and weight of the parcel. VPP service is provided to the sender who declares in advance that a pre booking has been received by it to send the VPP and collect the Cash on Delivery from the receiver.

International Mail Services: India is a signatory member of the Universal Postal Union. The UPU comes under the UN and serves 190 countries with business and other mails. UP is a part of the same.

Financial Services: UP circle of India post carries all those financial services that form an integral part of the functioning of the department. These services include monthly income schemes, selling of NSC’s, KVP’s, Money Order Services, PPF, Senior Citizen Saving Schemes and all the other retail banking services of the postal department.

Telecom in Uttar Pradesh

Uttar Pradesh is a huge field for work of various telecom companies. The primary field, however, was established and has been taken over by the BSNL. The Uttar Pradesh telecom services come under the umbrella of the central Telecom Circle of the circle as such is comprised of twenty seven Revenue Districts.

While the East region of Uttar Pradesh is comprised of the eight districts namely Agra, Mainpuri, Etawah, Ferozabad, Etah, Badaun, Bareilly and Pilibhit. The North region, comprises of five districts, namely Bareilly, Rampur, Moradabad, Bijnore and Saharanpur. The service provided by these telecom companies range from 2G to 4G strength. They help in giving the best network presence in the villages of Uttar Pradesh.

All these service providers are under the jurisdiction of the Supreme Court, which has exercised strict restrictions to safeguard the common man. They are under stringent stipulations to ensure that the licenses issued to the service providers are rescinded the moment any violations are observed.
