The Uttar Pradesh Pharmacy Council is the governing body that regulates the practice of pharmacy in the state. It is a statutory body constituted by the state government in accordance with the Pharmacy Act 1948.

The main function of the council is to regulate procedures and provisions for qualification of personnel who are involved in the dispensing of drugs and medicines across the state. The council frames the syllabus for courses such as Community Pharmacists, Hospital Pharmacists and Dispensing Chemists with the help of experts in the field. It ensures that registration is granted only to eligible persons who possess the requisite qualifications and experience under the provisions of section 32(2) of the Pharmacy Act; it also has the authority to enforce the provisions strictly.


The Uttar Pradesh Chemists & Distributions Association (UPCDA) is an affiliate of the All India Chemists & Distributors Federation. It is the duty of the UPCDA to ensure that essential and life-saving drugs are in good supply from the drug manufacturers to ensure that the state does not experience shortage of essential medicines. In the recent past, this body had to take up the issue of short supply of essential drugs by some major pharmaceutical companies in the country who were not complying with the trade margins and commissions for stockists and retailers in the state.

Along with increasing awareness of the ethics of medical practice in providing consultation and advisory services to patients, it has been absolutely essential that safeguards and regulations are in place to prevent illegal drug manufacturers and fake medicine producing companies from taking advantage of gullible people and agencies to find a market for distributing their products. There are several checks and measures to ensure sufficient stocks of important drugs and medicines at all pharmacies and chemists throughout the state. Periodical audits are mandatory for compliance with the state’s laws governing the pharmacy trade.

Most of the big pharmacies and medical stores have branches in the big cities and towns in each district. In addition, government medical stores and public health centres also stock essential drugs and medicines which are dispensed free of cost to the poor and needy. In many rural areas, mobile dispensaries and dispensing druggists are attached to medical vans which are mini hospitals with qualified medical personnel. These personnel examine patients who are unable to reach hospitals and nursing homes in far-off places and prescribe medicines for preventive measures in situations where outbreaks of malaria, cholera, dysentery and other illness occur.

Besides medical stores and chemists attached to major government, private and charitable hospitals are open 24-hours to cater to cases involving road accidents, emergency medical situations and injuries. Many of the chemists and dispensaries take it upon themselves to deliver medicines and immediate prescription drugs to homes and residences.
